Yes, it is mandatory for all exchange students to take out a health insurance. You can arrange your own health insurance or you can arrange health insurance at AON through Rotterdam UAS. Opening a Dutch bank account is only mandatory for students who transferred the proof of sufficient funds to the university's account (to obtain a Dutch permit/visa).
